- 30 July 2015: Arcep renders its advice on price hikes in 2016 for national, overseas and international mail and parcel delivery services that are part of the universal postal service. Prices for services that fall into this category will increase by an average 3.8% (3.6% for all postal items). This is the second year of the multi-annual price caps introduced by Arcep Decision No. 2014-0841 for 2015 to 2018. The main salient feature is the introduction of a "multiples" rate for time-stamped single-piece mail, which consists of setting the price for each weight step as a multiple of the lowest step. This means that a whole number of red or green stamps will be required to frank one's postage. / Opinion No. 2015-0918

- 23 July 2015: In accordance with Article L. 5-2 of the French Postal and Electronic Communications Code (CPCE), Arcep publishes the compliance statement for the universal postal service regulatory accounting for fiscal year 2014, established by the firm KPMG (with commercial secrets and other confidential information deleted). This firm was commissioned by Arcep to audit La Poste regulatory accounts for fiscal years 2013 to 2015 / Statement

- 2 June 2015: Coinciding with the publication of Jean-Marie Charon's report on "Print media and digital technology: inventing a new ecosystem," Arcep is mandated by the Minister responsible for Culture and Communication, Fleur Pellerin, to investigate the issue of postal subsidies for print publications. - 27 May 2015: Arcep regularly receives requests for gaining access to mailboxes located in the foyer of multi-tenant buildings that are protected by what is known as the "Vigik" system. Arcep has no power over buildings' locking systems. It has, however, intervened to ensure the introduction of an access solution for the postal operators it authorises. To this end, it has posted a handbook online aimed at improving the information available to the different parties involved, to provide them with quick access to the procedures to follow and who to contact, depending on their situation. / Handbook

- 23 December 2014: As part of its mandate to monitor the universal postal service, ARCEP publishes Decision No. 2014-1541 on the information that La Poste must provide to the Authority, to enable it to verify that La Poste is meeting its universal service obligations, and the quality of the services being provided. This decision replaces Decision No. 2012-1454/ Decision 2014-1541 Smiley

- 19 December 2014: In late 2013, the system for measuring priority letter and Lettre verte (ecological mail) quality was audited by an outside party approved by the Authority, namely the firm of Ernst & Young. Less than a year after the audit was submitted, the commitments made by La Poste and IFOP in response to requests from the auditor and ARCEP have been implemented. / Audit follow-ups Smiley

- 2 December 2014: ARCEP publishes a favourable opinion on changes made to universal service pricing for press items. On 1 January 2015, the corresponding rates will increase by an average 3.5%/Opinion No. 2014-1261 Smiley

- 26 November 2014: A meeting of the Postal Consumers Committee, chaired by Executive Board member Françoise Benhamou, was held in the presence of some 10 consumer protection associations and representatives from the Directorate-General for Enterprise (DGE) and the Ministry of the Economy's Directorate-General for Competition, Consumer Affairs and Fraud Repression (DGCCRF). The meeting provided an opportunity to present La Poste's new Courrier-Colis product line, which will be introduced on 1 January 2015. Discussions also focused on upcoming price changes to universal services, on complaints that ARCEP received in 2014 and on delivering mail to CIDEX group mail boxes. Participants were also informed of the work and debates taking place at the European level, inside the European Commission and the European Regulators Group for Postal services (ERGP), on the future of the postal sector and the universal service at a time when correspondence volumes are shrinking. - 20 November 2014: The second ERGP plenary session for 2014 was held in the presence of ARCEP Board member, Françoise Benhamou. Different reports, including those on quality of service, cross-border parcels and universal postal service tariff regulation, were adopted and will be published in the near future on the ERGP website. - 11 November 2014: Publication of an order issued by the Minister responsible for postal affairs, concerning quality of service targets for the universal services provided by La Poste. It confirms the objectives set for 2014 and 2015 in the service contract for 2013-2017 between the State and La Poste. In particular, for the Lettre verte and registered letter, the target rate for D+2 delivery has been increased from 93% in 2013 to 94% for 2014 and 95% for 2015. In July, ARCEP issued a favourable opinion on this order, which also introduces two new quality indicators concerning the rate of excessive delays for Lettre verte and registered letter deliveries/The order/ARCEP opinion Smiley

- 16 October 2014: Licensed operators' revenue in 2013 amounted to 10.5 billion euros excluding VAT (-3.2% on the year before) from a volume of 16.1 billion items carried (-6.2% compared to 2012). The market for items of correspondence distributed in France decreased in 2013, and represented 6.9 billion euros in revenue (-4.9% compared to 2012) for a volume of 12.7 billion items (-7% on the year). Operators licensed by ARCEP received revenue of 1.6 billion euros from domestic parcel delivery, marking a 2.3% increase over the previous year. The volume of parcels delivered by these operators reached 331 million items (+1%)/Observatory Smiley

- 2 July 2014: Pursuant to Article L. 5-2 of the French Postal and electronic communications code (CPCE), ARCEP publishes the declaration of compliance for the universal postal service for fiscal 2013, established by the firm KPMG. ARCEP approved the firm to perform the audit of La Poste regulatory financial statements for fiscal years 2013 to 2015 through Decision No. 2014-0074 of 21 January 2014/The certificate Smiley

- 24 and 25 June 2014: The plenary meeting of the European Regulators Group for Postal services (ERGP) was held on 24 and 25 June in Lisbon. The group adopted three documents: on universal service net cost calculation, on quality of service and complaint handling, and on competition and access in European postal markets. These documents will be published on the ERGP website. A workshop on 24 June was devoted to the Group's work programme for 2015. Smiley

- 20 June 2014: La Poste announces an overhaul of its Courrier-Colis product line, starting on 1 January 2015. The biggest change is the application of content-neutral pricing. Items from the current line of mail products, excluding the registered letter, i.e. the priority letter, the Lettre verte and Ecopli, can be used for sending both items of correspondence and merchandise. In exchange, the thickness of the items must not exceed 3 cm. The Authority issued a favourable opinion on this change to the La Poste universal service offer on 18 February/ARCEP opinion/La Poste press release Smiley

- 17 June 2014: ARCEP publishes a favourable opinion on changes made to universal service pricing for press items. On 1 July 2014, the corresponding rates will increase by an average 4.3%/Decision Smiley

- 14 May 2014: A meeting of the Postal Consumers Committee, chaired by ARCEP Board member Françoise Benhamou, took place in the presence of some 10 consumer protection associations, and representatives from the Directorate-General for Competitiveness, Industry and Services (DGCIS), the Directorate-General for Competition, Consumer Affairs and Fraud Repression (DGCCRF). Discussions concerned the quality of La Poste universal service deliveries, postal deliveries to CIDEX group mail boxes and the complaints that ARCEP handled in 2013. Smiley

- 18 April 2014: ARCEP publishes its 2013 review of complaints from postal service users. Last year, the Authority received 71 complaints, and issued five opinions on eligible claims. Colissimo received the greatest number of complaints (32%), which increased by 28% compared to 2012, followed by items of correspondence (excluding registered letters, Lettre max and Mini max) which were up by 15%. On the other hand, delivery represented only 10% of complaints last year, which marks a dramatic decrease from 21% in 2012/2013 review Smiley

- 2 April 2014: In 2013, Ernst & Young performed a quality of service audit of the priority letter and the lettre verte. The purpose of the audit was to assess whether the measurement system put into place by La Poste and IFOP, the entity responsible for performing the tests, complies with the applicable European standard (EN 13850). The Authority has published a Communication on the auditor's conclusions. The latter has issued recommendations aimed at improving priority letter and the lettre verte quality measurements. ARCEP does not believe that these points call into question the reliability of the measurement system implemented by La Poste. The Authority will work to ensure that La Poste and IFOP put these recommendations into practice. - 31 March 2014: La Poste publishes the universal service quality results for 2013. The priority letter has achieved a D+1 delivery rate of 87.4%, compared to 87.9% in 2012. Lettre verte quality remained high in 2013, with a D+2 delivery rate of 92.8%. Lastly, delivery rates for registered letters have continued to improve since 2010, with a D+2 delivery rate of 95.2% in 2013, which translates into a close to 10% increase in three years/Scorecard for 2013 Smiley

- 14 March 2014: Following the public consultation held from 31 January to 28 February 2014, ARCEP adopts a decision on La Poste regulatory financial statements. - 20 February 2014: ARCEP authorised the change in tariffs for parcel post items under the universal service. With effect from 1 March 2014, the corresponding tariffs would increase by an average of 2.7% / Opinion No. 2014-0164 Smiley

- 13 February 2014: ARCEP published a decision approving the firm KPMG as auditors of La Poste's regulatory accounts for the financial years 2013 to 2015. - 31 January 2014: ARCEP submitted for public consultation until 28 February 2014 a draft decision to specify the rules applicable to the mail collection and concentration process, adopting unit cost indexes, and also to the allocation of amounts relating to early retirement schemes. - 23 January 2014: a meeting of the steering committee of the European Regulators Group for Postal Services (ERGP) was held in Brussels. It was attended by regulators from Romania (ANCOM), Belgium (BIPT), Lithuania (RRT), the chairs of working groups and representatives from the European Commission. The meeting provided an opportunity to approve the work programme for 2014 and to specify the way in which it would be implemented. - 21 November 2013: the European Regulators Group for Postal Services (ERGP) met in Luxembourg for a plenary session chaired by Jack Hamande, Chairman of the Belgian Regulator. ARCEP was represented by Françoise Benhamou, a member of the college / Summary in Weekly Bulletin No. 129 Smiley

- 24 October 2013: ARCEP published the observatory of postal activities for 2012. Licensed operators' revenue amounted to 10.9 billion euros before tax, from a volume of 17.2 billion items carried (letters, parcels and press items in the domestic and international services). Correspondence items represented 8.7 billion euros from 14.3 billion letters. Operators licensed by ARCEP received revenue of 1.6 billion euros from domestic parcel delivery (including parcels requiring a signature on delivery). - 10 October 2013:
Smiley Regional development: On 1 October the Authority adopted the decision to calculate, for the third year, the net cost of extending the La Poste network as part of its regional planning mission. The cost was 252 million euros for 2012 (247 million in 2011). - 2 October 2013: A meeting of the Postal Consumers Committee, chaired by College member Françoise Benhamou, took place on 2 October in the presence of some ten consumer protection associations. Representatives from the Directorate-General for Competitiveness, Industry and Services (DGCIS), the Directorate-General for Competition, Consumer Affairs and Fraud Repression (DGCCRF), and the National Institute for Consumer Affairs (INC) also took part in the discussions, which covered changes to universal service tariffs with effect from 1 January 2014, La Poste's general conditions of sale, changes to the universal service catalogue with effect from 1 January 2014, and the scope of application and guarantees provided by the electronic registered letter.

- 27 September 2013: ARCEP conducted a public consultation from 30 May to 22 July 2013 on the procedure for approving the body responsible for auditing the universal postal service provider's statutory accounts. The Authority took note of suggested improvements for the next call for applications, which would be launched before the end of the year. - 15 July 2013: Since 1 January 2011, consumers have been able to refer to ARCEP any complaints not been dealt with satisfactorily under the procedures put in place by postal operators (including the La Poste mediation service). - 27 June 2013: The European Regulators Group for Postal Services (ERGP) met in plenary session in Rome on 27 June. At this meeting, they adopted a common position on cost allocation rules and a report on postal market data for 2011. The plenary meeting was preceded by a workshop to preopare the 2014 work programme. In addition to the continuation of the work in progress, for example quality of service monitoring and the production of market indicators, discussions focused on monitoring any changes to universal service obligations in the various member states.

- 25 June 2013: ARCEP issued a favourable opinion on tariff changes for universal service press items. As from 1 July, the average increase would be 4.1%. / Opinion Smiley

- 21 June 2013: ARCEP published a declaration of compliance relating to the universal postal service for financial year 2012. Mazars, a firm approved by ARCEP, issued a certificate stating that it had no comments to make concerning La Poste's statutory accounts compliance for that financial year. / Certificate Smiley

- 17 June 2013: The Authority published its decision to approve Ernst & Young to carry out the 2013 priority letter and Lettre verte quality of service audit. - May 2013: La Poste published the universal service quality results for 2012. These figures showed improved transmission times for most universal service products, particularly the priority letter, for which the J+1 delivery rate achieved was almost 88 %, and the registered letter, almost 95% of which was delivered in J+2. Lettre verte quality was measured for the first time and showed a 92.8% delivery rate in J+2, which meets the objective set by order of the ministry. / Scorecard Smiley

- 30 May 2013: ARCEP submitted for public consultation the procedure for approving the body responsible for auditing the statutory accounts of La Poste, in preparation for the next audit. - 2 April 2013: ARCEP published its 2012 review of complaints from postal service users. In 2012 the Authority received 53 complaints, 19% fewer than in 2011. This was probably the result of improved knowledge of the criteria for the admissibility of referrals. Colissimo received the greatest number of complaints (28%), followed by delivery, registered letters and ordinary mail. - 22 February 2013: On 12 February, ARCEP issued an opinion about two services for items covered by the universal postal service which La Poste planned to introduce from 1 March. It did not approve the terms of use for the "Mini-Max" service, approved the "Colissimo guichet" service for mainland France but did not approve it for the overseas territories. - 7 February 2013: Following the public consultation conducted from 10 December 2012 to 14 January 2013, ARCEP published Decision No. 13-0128 designed to alter the tax-cost allocation rules relating to VAT exemption for certain La Poste services, as well as the transport-cost allocation indexes. The decision will apply from the production of the 2012 accounts. - 21 January 2013: Under the head of its mission to monitor the universal postal service, ARCEP published Decision No. 12-1454. Adopted following the public consultation held from 26 July to 17 September 2012, it details the information which La Poste, as the universal service provider, must supply to ARCEP so the latter can check universal service quality and compliance with the obligations pertaining thereto. - 13 December 2012: ARCEP published a summary of the public consultation on the role of the postmark conducted from 23 July to 17 September 2012. - 10 December 2012: ARCEP launched a public consultation (deadline: 14 January 2013) on a draft decision concerning accounting rules and reporting on La Poste's statutory accounts. This decision is designed to alter tax-cost allocation rules relating to VAT exemption for certain La Poste services, as well as the transport-cost allocation indexes. - 29 November 2012: On 29 November, the European Commission published a Green Paper on parcel delivery in the context of cross-border e-commerce, together with a public consultation to which stakeholders could respond until 15 February 2013. The consultation focuses on the following issues: assessment of the current regulatory framework; transparency, quality of service and consumer rights; the possibility of a universal parcel delivery service; costs, tariffs, and interoperability of the parcels delivery market within the European Union; sector governance. - 16 November 2012: ARCEP issued its opinion on the tariff increases proposed by La Poste for domestic mail services coming under the universal service. The increases planned for 1 January 2013 entailed an average increase of 2.6% in the price of the universal service and was thus compatible with the multi-year tariff framework set out in ARCEP Decision No. 12-1353 of 6 November 2012. - 12 November 2012: On 6 November 2012, ARCEP adopted a decision setting out the characteristics of the universal postal service framework for 2013-2015. - 25 October 2012: In 2011, the addressed-item postal market represented 13.8 billion euros from 18.3 billion items. 2011 brought a fresh upturn in revenue (up 1.0% overall) after a steady decrease every year since 2007 had preceded stabilisation in 2010. This growth is linked to higher revenue from parcels, items against signature, press-item delivery and to lower loss of revenue from delivery of correspondence (down 1.6% in 2011 compared with-3.0% in 2010). Addressed-item volumes fell 2.6% over the year, in line with the decrease in the number of items of correspondence (-3.2 %) which account for nearly 80 % of delivered items. / The Observatory Smiley

For two and a half days, academics, operators, suppliers, trade unions, regulators, and consultants from Europe and North America presented their postal economics work. ARCEP published its Decision No. 2011-1451 extending the 2009 - 2011 multi-year universal postal service tariff framework to 2012. In view of the current uncertainties (decline in traffic, impact of introduction of the "green letter", etc.), this solution seemed the most appropriate.
Thus, universal service tariff changes were aligned on inflation + 0.3%, making 2% for 2012. Given previous changes, the tariff increase La Poste can apply in 2012 is limited to 1.5%.
After overstepping the authorised price cap in 2011, La Poste undertook not to increase its prices for corporate (machine-franked) items in 2011.
Moreover, the "green letter" which is to play an important universal service role, was given its own tariff framework. In 2012, changes are confined to the same formula as that applied to general tariff changes, i.e. 2%. Moreover, the tariff gap between the green letter and the priority letter remains the same.

- 6 May 2011: ARCEP ascertained a decline in the quality of the universal postal service in 2010. In response to a request from the Authority, La Poste published quality of service figures for the universal postal service for 2010. After having improved steadily for several years running, the quality of a number of products that are widely used by consumers has decreased. Extreme weather conditions in 2010, along with the eruption of the Eyjafjöll volcano in Iceland which affected air travel, could explain this decline to some degree.
The rate of next-day delivery for first class mail decreased from 84.7% in 2009 to 83.4% in 2010. There was also a significant drop in the rate of two-day delivery for Colissimo registered mail, used for important items, which decreased from 88.7% to 84.8%. The text adopted by the Senate impacts on ARCEP's powers in several ways:
The new Article 2ter instructs ARCEP to conduct an annual evaluation of the cost of supplementing the network so as to carry out the regional development mission assigned to La Poste.

Article 20 specifies that ARCEP may request the alteration or suspension of proposed tariffs for all services coming under the universal service in the event of non-compliance with the tariff principles applicable to the universal service. The same Article states that ARCEP ensures compliance with the universal service's quality of service objectives, as ordered by the Minister responsible for Posts in accordance with the procedures decreed in Article L. 2. It also ensures the publication and accuracy of the quality testing of services provided by La Poste.

Article 21 empowers ARCEP to process complaints by postal service users that could not be satisfied within the procedural framework put in place by authorised postal service providers.

- 7 September 2006: following Adrexo, IMX France and Deutsche Post AG in June, the Authority issued licences to three new operators on 7 September: Swiss Post International France (decision No. 06-0873), as well as two local operator companies, Althus (decision No. 06-0845) and Stamper's (decision No. 06-0874).

- 17 August 2006: Decree No. 2006-1020 of 11 August 2006 concerning postal service operators' liability was published in the Journal Officiel, as well as in ARCEP opinion No. 06-0459 of 25 April 2006.

- 27 July 2006: the Authority approved La Poste's new tariffs within the framework of the price cap:
- decision concerning domestic mail products (No. 06-0690) ;
- opinion on tariff changes for international mail (No. 06-0693)

- 13 June 2006: ARCEP issued the first postal licence to Adrexo and laid down the framework for La Poste's tariffs for 2006-2008. - 17 May 2006: ARCEP published its first postal tariff opinions on changes in postal tariffs for public service transport and delivery of press items in 2006 (No. 05-1065) and on the tariff decision concerning changes in the "mobilité" range (No. 06-0264). The ARCEP decision proposing to the Minister for the Post that he specify the obligations of licensed postal service providers (No. 06-0333) was also published on the same day.

- 5 May 2006: the decree (No. 2006-507) on postal licences was published in the Journal Officiel of 5 May 2006, as was the ARCEP opinion (No. 05-1008). Moreover, an order made in application of Article R. 1-2-6 of the Post and Electronic Communications Code published in the Journal Officiel the same day specifies the obligations of licensed postal service providers. - 11 April 2006: the Authority published the results of a study carried out by TNS Sofres to ascertain what mail users wanted. In this initial study, the Authority geared its analysis to the behaviour and expectations of users of so-called "single-piece" mail, hitherto little known or poorly understood. - 11 April 2006 :
to obtain a better knowledge of postal markets and to respond to the high expectations of sector stakeholders and the public, ARCEP instituted collection of data about operator activities in France in 2004.
